Sino-European Life Science Forum is jointly organized by the Federation of Chinese Professional

The Review of the 1st Sino-European Life Science Forum
Under the trends of economic globalization and Industry 4.0, strengthening the high-level exchanges in the life sciences between China and Europa, Federation of Chinese Professional Associations in Europa (FCPAE) and China Association for Science and Technology (China-AST) hosted the 1st Sino-European Life Science Forum on August 9th-14th, 2015 together in order to promote innovative projects and expand China-EU cooperation on the life sciences market. The forum was sponsored and hosted by the local ASTs in cities of Ningbo, Shenzhen and Zhongshan. The forum was also supported by China Association for Medical Devices Industry, China Silver Industry Association, Zhejiang-AST and Guangdong-AST. 15 professionals from different European countries (including 2 native European experts) joined the forum and brought 14 projects from 4 sectors of medical device, in vitro diagnosis, biomedical and aging. During the week, the professionals went to 3 Chinese cities, presented projects, gave talks and managed the business negotiations and 1to1-Partnering communications with local partners. The whole activities of the forum moved on very effectively and smoothly. The forum achieved:
communications with 448 local partners; 16 preliminary cooperation agreements of 6 projects(43%). The rest projects were
under discussion with potential partners;
100% of satisfaction from European professionals who think that the forum is helpful to
promote the project;
100% of appreciation from hosting cities which mind that the forum is to strengthen the
cooperation between local cities and Europa.
The forum is appreciated by China Association for Science and Technology。 The forum reached the following aims:

FCPAE and China-AST intend to continue this forum, and several local Chinese cities are interested on holding the next forum. CAST & the HOME Program
China Association for Science and Technology
The China Association for Science and Technology (CAST) is the largest national non-governmental organization of scientific and technological workers in China, which also serves as the bridge that links the Communist Party of China and the Chinese government to the country's science and technology community. Through its member societies - 204 in number - and local branches all over the country, the organization maintains close ties with millions of Chinese scientists, engineers and other people working in the fields of science and technology.
The history of CAST can trace back to the eve of the founding of the People's Republic of China in 1949 when a number of the nation's primary scientific and technological organizations were gathering at a meeting to call upon the country's science and technology community to dedicate all their efforts to the building of New China. The meeting led to the birth in 1950 of two new national organizations -- All-China Federation of Natural Science Societies and All-China Association for Science Popularization. In September 1958, the two organizations decided at their joint congress to merge into a unified single organization - the China Association for Science and Technology.
Since its inauguration, CAST has made significant contributions to the prosperity and development of science and technology, to the popularization of science and technology among the public, to the emerging of large numbers of professional talents, and to the overall economic and social development in China.
As the bridge linking Chinese science and technology community with the Communist Party of China and the Chinese government, CAST is a constituent member of the Chinese People's Political Consultative Conference (CPPCC), where it joins the nation's political parties and other social groups in the state affairs of political consultation, policy-making and democratic supervision.
The highest leading organ of CAST is the National Congress that meets every five years and the National Committee elected by it. The President of the present National Committee is Prof. Han Qide. The Secretariat appointed by the National Committee is responsible for the daily work of CAST, which is headed by the Chief Executive -- Dr. Shang Yong.
CAST devotes itself to boosting the development of science and technology in China and enhancing science literacy of the whole nation, organizes and encourages scientists and engineers of the country, through its affiliated organizations, to conduct academic exchange, science popularization and scientific and technological consulting and other activities according to the country's science and technology development strategy, accelerate the emergence of scientific and technological talents, voice the opinions of science and technology professionals and firmly safeguards their legitimate rights.
CAST maintains cooperative relations with scientific and technological organizations of many countries and, as the representative of Chinese science and technology community, are members of ICSU, WFEO and many other international scientific and technological organizations. In 2004, CAST was granted consultative status with the Economic and Social Council of the United Nations.

HOME Program
Hub of Innovation and Entrepreneurship for Overseas Professionals
"HOME Program", jointly initiated by the China Association for Science and Technology (CAST) and 35 overseas Chinese professional organizations, was officially inaugurated in Beijing, China in February, 2004. With the support of the Central government and local governments across China, "HOME Program" serves as a hub of innovation and entrepreneurship for overseas professionals with science and technology background to serve and to engage them in the social and economic development in China.
In the past 10 years, "HOME Program" has organized various activities helping overseas professionals to conduct academic and technology exchanges and cooperation, project collaborations, setting up business start-ups, inspection trips, survey and training programs and business consulting in China with the concerted efforts of its 50+ HOME Program Bases managed by CAST local branches throughout the country.
HOME Program has conducted several inspection trips with delegates from overseas to various Chinese cities and regions focusing on major issues such as energy ecological environment, innovation and entrepreneurship of oversea returnees' enterprises, oversea talents strategy, bio-pharmaceutical and life science, and overseas technology transfer, and provided effective consulting to both government and business sectors. Many Chinese leaders including Premier Li Keqiang and Vice Premier Liu Yandong have responded most favorably and given precise instructions for related ministries and institutions to follow up. As a result of the energy ecological environment inspection trip, a solar powered pumping irrigation system was set up as a model project in Qinghai province, and won the UN Green Technology Award of Human Settlement in 2014."HOME Program" has established several other Model Projects ranging from water treatment, Industrial waste treatment, modern farming, robot and artificial intelligence and technology transfer, to name just a few.
As an important part of the Strategic Cooperation Agreement between CAST and the governments of Shanghai, Shenzhen and Hubei signed in 2015, "HOME Program" has set up a pilot project entitled "Off-shore Innovation and Entrepreneurial Base for Overseas Professionals" in each city and province, aiming at attracting more and more overseas professionals to conduct business in China on these platforms with more favorable policies and business infrastructures.
"HOME Program" is a service platform for overseas professionals with science and technology background, and CAST is the HOME for science and technology professionals all over the world.

Jiangsu Province
Jiangsu Province, located in the Yangtze River Delta bordering the East China Sea, covers an area of 102,600 square kilometers with a population of 76.245 million. It is known for its beautiful landscape, pleasant climate, abundant resources and convenient communications. Because of its heritage of culture and history of 6,000 years, its well-built economic, scientific and technological infrastructure, and its leading position in opening up to the outside world, Jiangsu—"a land of fish and rice"—has become in China one of the most dynamic and developed provinces in terms of science and technology, economy and culture.
At present Jiangsu boasts of 3,889 research and development institutions, 5.8 million professionals, of whom 360,000 work in the fields of science and technology, and 87 academicians both from Chinese Academy of Sciences and Chinese Academy of Engineering. Jiangsu ranks first in the country with its 119 universities and colleges and 1.395 million undergraduates. It ranks third among all the provinces in terms of scientific and educational resources in the country.

Brief Introduction of JAST
Jiangsu Association for Science and Technology (JAST for short), which was founded in Sept. 1959, is a mass organization for scientists, engineers and technicians province-wide. As a local organization at the provincial level under China Association for Science and Technology, JAST consists of 13 province-governed municipal ASTs and 132 provincial learned societies (associations and research institutes) with a membership of 209 thousand. It also has its subordinate ASTs in large factories, mines, universities and colleges.
The JAST congress is held every five years to select its committee members. Members of the standing committee, president, vice presidents and the secretary general are selected by the committee. Members of the standing committee consist of famous scientists within the province and presidents of the municipal ASTs.
JAST is a powerful social force in the development of scientific and technological cause in Jiangsu. Its major objectives are:
To promote academic exchanges, sponsor seminars, enliven academic ideas, develop disciplines, upgrade the standard of science and technology and accelerate economic development and social progress.
To promote the advancement and popularization of science and technology, defend the dignity of science, teach science and technology to youth and children, improve the scientific literacy of the whole province.
To voice the opinions and needs of scientists, engineers and technicians, safeguard their lawful rights and interests, organize scientific and technological workers to participate in the making of policies and regulations concerning science and technology and in the political consultation and democratic supervision over the whole provincial affairs.

General information of Jiangsu biotechnology
and new medicine industry development
Ⅰ. General information
1. Industry scale maintains a rapid growth.
In 2013, Jiangsu biotechnology and new medicine industry achieved an output value of 604.6 billion Yuan, with year-on-year growth of 19.7% which is 4.5% and 8.9% respectively higher than the provincial high and new technology industries increase and growth of industries above a designated scale, maintaining a strong growth momentum; in recent 3 years, the biotechnology and new medicine industry have an annual average increase of 23.4%, which ranks among the highest of all industries in Jiangsu, and occupy a share of 4.5% in 2013 from 3.5% in 2010 of all industries in Jiangsu, thus becoming an important force of supporting and leading Jiangsu economic growth and transformation. In 2013, Jiangsu new medicine industry achieved an output value of 308.9 billion Yuan with year-on-year growth of 20.1%, ranking the second of industry scale in the country, among which chemicals active ingredient and reagent, Chinese herbal pieces and Chinese patent medicine, biomedicine, medical equipment respectively achieved an output value of 183.4 billion Yuan, 28.1 billion Yuan, 34 billion Yuan and 44.7 billion Yuan.
2. Development trend of industry clusters begins to emerge.
At present, Jiangsu has basically formed a biomedicine industrial layout centered on Taizhou China Medicine City with distinctive and differentiated development in cities such as Lianyungang, Suzhou, Nanjing, Xuzhou and Nantong. These 6 cities, taking up 70% of the output value of Jiangsu biotechnology and new medicine industry, are the main innovation areas, demonstration areas and gathering areas. Among the cities, the scale of biotechnology and new medicine industry of Taizhou ranks the first in Jiangsu, the output value of chemicals reagent manufacturing reaches 47.8 billion Yuan occupying 40% of that of the province; Lianyungang, focusing on developing innovative drugs such as antineoplastic agents and antihepatopathy drugs with independent intellectual property rights, has the leading technological advantages and industrial advantages in the country; based on superior geographical position, Suzhou and Wuxi actively accept international biopharmaceutical industry transfer, and develop well in fields of biomedical engineering and medical R&D service; the bio-environmental industry of Yixing, medical equipment industry of Suzhou, bio-pesticide industry of Yancheng, Yangzhou and Changzhou have significant brand effects.
3. Technical innovation level ranks the country's leading level.
In recent years, the innovation ability of Jiangsu biotechnology and new medicine industry takes the lead in China, number of new drug application, permitted clinical trial permission, listed new drugs rank the country's leading level. Up to October, 2014, Jiangsu has 41 first class national new drugs, occupying about 30% of the country, which ranks the first in China. In recent years, several products and technologies take lead in China, the competitiveness of chemicals reagent ranks the first in China, genetic engineering drugs such as recombinant insulin and blood vessel endostatin go to the market firstly, sales of

first lines of tumor chemotherapeutics account for 20% of the country, antibiotic drugs, antineoplastic agents and antihepatopathy drugs have a strong competitive edge. The competitiveness and market share of biomedicine big variety boosting many exclusive types of drugs are enhanced continuously.
4. Enterprise innovation abilities are improved steadily.
In 2013, R&D expenditure accounts for 1.89% of prime operating revenue for new medicine enterprises above a designated scale in Jiangsu, R&D employees account for 9.46% of the total employed persons, which rank the top of all industries. 13 enterprises including Hengrui Medicine and Kangyuan Medicine, listed on stock markets at home and abroad, are the biomedicine enterprise groups with the strongest innovation atmosphere, the strongest innovation vigor and the highest innovation level, thus becoming the dominant force leading innovation development of all fields of Jiangsu biomedicine. Key enterprises have stronger strength, for example, 12 enterprises such as Yangtze River Pharm, Chia Tai-Tianqing Pharmaceutical, Kangyuan, Hengrui, Simcere and AstraZeneca become the state's top 100 pharmaceutical enterprises, this number makes Jiangsu the first in China, and Yangtze River Pharm ranks the third in China.
Ⅱ.Requirements

Actively apply advanced sci-tech achievements in the fields of biotechnology and life science, take full advantage of traditional Chinese medicine in Jiangsu, have the aid of technological advantage from Europe to upgrade enterprises' innovation levels. Meanwhile, take full advantage of resource and market advantages overseas so as to make sure that Chinese products can enter European and American markets.
2. Promote the development of medical R&D service outsourcing.
Actively integrate into the global bioengineering and pharmaceutical industry R&D chain. Cultivate and strength the local medical R&D service outsourcing enterprises, further support Wuxi PharmaTech, Dingyebaitai and other R&D service outsourcing backbone enterprises, make full use of resource advantage from scientific research institutions and biotechnology industry base advantage from Nanjing, Wuxi and Suzhou, upgrade the professional service level of Jiangsu biotechnology R&D. Actively attract international medical R&D outsourcing enterprises, promote Jiangsu to integrate into the global bioengineering and pharmaceutical industry R&D chain gradually with the aid of enhancing the layout of R&D center in China by international drug giants.

Brief introduction of Hangzhou
Hangzhou is the capital of Zhejiang Province, China. It is one of the most important 3 central cities of the eastern China. Hangzhou is a transportation hub. It locates at the downstream of the Qiantang River and is the end of the Beijing Hangzhou Grand Canal. It is one of the centers of politics, economy, culture, science, education, transportation, communications, media and financer in Zhejiang Province and the Yangtze River Delta. Many national e-commerce, information, business, logistics and distribution centers are headquartered in the city.
Due to convenience of the Beijing Hangzhou Grand Canal, and its developed silk and grain industry, Hangzhou was in the history an important commercial center of China. Hangzhou City has a total area of 16596 square kilometers with the downtown area 3068 square kilometers including 9 city districts, 2 counties and 2 county-level cities. Hangzhou has rivers, lakes, mountain in the natural environment. The longest canal in the world - the famous Beijing Hangzhou Grande Canal and the Qian Tang River are crossing the city. Hangzhou is flat with dense river network, lakes with a typical "Jiangnan" feature. Hangzhou is rich in natural resources, known as the "land of plenty", "land of silk", "an earthly paradise". Natural conditions for agricultural production is perfect, the products such as rice, tees, livestock are very much. The sericulture in Hangzhou, West Lake Longjing tea is famous all over the country.
Hangzhou is a famous tourist city, which is famous for its beautiful scenery. There are numerous cultural and historical sites in the city. The most famous scenic area is the West Lake. The surrounding of the West Lake has a large number of natural and cultural landscape relics. Hangzhou is one of the origins of the Wu Yue culture, the historical and cultural heritage. The city is the main representative of the unique culture of a Liangzhu culture, silk culture, tea culture and handed down many stories legend.
Hangzhou has two national scenic spots of West Lake area and the "rivers and lakes" area which includes Fuchun River - Xin'an River – Qiandao Lake – Xianghu Lake. Hangzhou has 2 National Nature parks - Tianmu Mountain and Qingliang Mountain; 7 National Forest Parks -- Qiandao Lake, Dajishan mountain, Wuchaoshan mountain, Fuchunjiang river, Qingshan Lake, Banshan mountain and Tonglu Yaolin Park; 1 national tourism resort - Zhijiang National Tourist and holiday resort area; the first national Xixi National Wetland Park. Hangzhou also has 25 national key cultural relics protection units and 9 National Museums. The city has another 120 sightseeing sites which attracts lots of tourist. Following the West Lake listing in the World Heritage list, the Chinese Grande Canal was selected as the world heritage on June 22, 2014. These two World Heritages add the cultural image to the ancient city of Hangzhou.

Hangzhou Association for Science and Technology is the organization of the professionals in Science and technology from City Hangzhou. It is the local organizations of the China Association for Science and Technology and is a part of the Zhejiang Provincial Association for Science and Technology. 1. City Profile
The city in the history
Shaoxing boasts an ancient history and rich cultural heritages, being a famous city of history and culture in the first list published by the State Council. Of the three legendary saints for the founding of the Chinese civilizations (emperors Yao, Shun and Yu), two of them were related with Shaoxing. Historical documents recorded that Emperor Yu died and was buried in Kuaiji, an ancient name of Shaoxing. There are relics, mausoleum and temples of Emperor Yu as well as places in the legendary and tales in relation with Emperor Shun. The Xiaohuangshan Relics unearthed in Shengzhou, which was the China's top tenarchaeological discoveries of2005, brought the Neolithic Age civilization in Zhejiang and the lower reaches of the Yangtze River back to 9,000 years ago.
In 490 BC, the city was established as the capital of the Yue Kingdom. In 221 BC, the Kuaiji County was set up here. In 605 AD, Kuaiji County renamed as Yuezhou. During the Southern Song Dynasty, the city twice

became the alternate capital of the nation, and Shaoxing Prefecture was established to replace Yuezhou. After the founding of the People's Republic of China in 1949, Shaoxing was a special prefecture until 1983 when it became a city under the jurisdiction of the provincial government and administrating counties.
In November of 2013, approved by State Council and Zhejiang Provincial Government, Shaoxing County and Shangyu City were upgraded to be Keqiao District and Shangyu District respectively, which was a breakthrough and laid a solid foundation for future construction as a big city.
Geographic location
Shaoxing is located between 29.14 degrees and 30.16 degrees north latitude, and between 119.53 degrees and 121.14 degrees east longitude. Situated in the western part of the Ningbo-Shaoxing Plain, in the south of the Yangtze River and in the central and northern parts of Zhejiang Province, the city is adjacent to Hangzhou to the west, Ningbo to the east and Hangzhou Bay to the north. It has an easy access to land, water and air transportation. The Eastern Zhejiang Canal and Yangzhou Ningbo Railway run across the city. There are airports nearby Shaoxing, it takes only 40 minutes to the Xiaoshan International Airport and 60 minutes to the Ningbo Airport by driving.
Population and land
The city covers an area of 8256 square kilometer with a population of 4.41 million. The administration area of the city is 2942 square kilometers with a population of 2.1612 million.
Climate and mineral resources
The subtropical monsoon climate brings distinctive four seas, humid and mild weather, as well as abundance of sunshine. The city has an average annual temperature of 16.9 degrees centigrade and an average annual precipitation of 1,492.1 mm. In addition to approximate 40 kilometers of offshore coast, Shaoxing has 40,000 hectares of low beaches, estuaries and shallow sea areas. It has 21,110 hectares of arable land and produces 6.38 billion cubic meters of water resources a year. Over 60 mineral resources are founded in Shaoxing, with copper and iron ore reserves amounting over half of the province. Its reserve of diatomaceous earth ranks first in China.

The charm of a water city
Shaoxing banks on the Jianhu Lake water system. The 36 rivers originate from the Kuaiji Mountains and merge into the Jianhu Lake. Wupeng boat is a small boat of dark awning that is peddled with both hands and feet and widely used by local people for transportation and fishing. Sitting on the boat and moving slowly along the ancient track road, you find yourself like quietly sleeping on the ripples of the Jianhu Lake. When you peddle on the canal that surrounds the city, listening to the sound of water spraying against the boat, or strolling along the stone-paved alleys preserved for historical values like Changqiao lane, Wang Xizi Native Place, you will be intoxicated by the glamour of water the town. We no need to mention the East Lake, the lovely huge bonsai of the city. When the black awning boat takes you amid the caves left over from the ancient quarry with cliffs around you, you couldn't help imagine that you have arrived in a fairyland. Heritage of the ancient city
First built during the Spring and Autumn period, Shaoxing has stood on the same site ever since, withered a history of over 2,500 years. In 490 BC, Yue King Gou Jian order one of his minister Fan Li to build the city. Fan built the city walls along Wolong Hill and opened four gates on land and one gate on water. In Sui Dynasty, the city was expanded. Since the very ancient days, Shaoxing has been known for its waterside scenery. Today, there are 229 stone bridges built across 33 rivers that run across the old town. The splay bridge, in the shape of Chinese character for the number eight, was built in the Southern Song Dynasty and was the first urban flyover in China. There are over 10,000 bridges of different shapes across the city.
The effect of famous people "Shaoxing has so many famous people", this is the concise summary and evaluation by late Chairman Mao Zedong to the best of Shaoxing's culture. In history, Shaoxing had 27 persons awarded the first place the highest imperial examinations and 2,238 were qualified to take the examinations. In the modern history, there were also lots of famous revolutionaries, statesmen, strategists, literature masters, education masters and martyrs of democratic revolution, including Zhou Enlai, Lu Xun, Cai Yuanpei, Qiu Jin, Xu Xilin and Tao Chengzhang. Four of the 40 historically great people, whose statues are placed in the Century Altar of China in Beijing were natives of Shaoxing or people who spent most of their life in the city. Their names are Wang Xizhi, Cai Yuanpei, Lu Xun and Ma Yinchu. Late Chinese Premier Zhou Enlai said proudly: "I am a native of Shaoxing." Indeed, Shaoxing is the place that is propitious for giving birth to great people. There were so many historic legends relating to Shaoxing that it is difficult to estimate the exact number. Yu was one of the founders of Xia Dynasty and got his fame for controlling the flood water. King Gou Jian revived his Yue kingdom by sleeping on firewood and tasting gall to strengthen his resolve to avenge a national humiliation. Xie An, an official in Dongjin Dynasty, regained power after living in seclusion for quite a long time, bringing peace and stability to the whole country. A great poet Lu You of Song Dynasty left a sad love story with Tang Wan. Liang Shanbo and Zhu Yingtai have become a story known to the whole world in the story of Butterfly Lovers, the Chinese version of Romeo and Juliet.

Operas and calligraphy

Keqiao District is located on the south bank of Hangzhou bay, with Ningbo to the east and Hangzhou to the west. Keqiao District was upgraded from Shaoxing County in November of 2013. Shengzhou
Covering an area of 1,784 square kilometers, the city of Shengzhou administers 4 sub-districts, 11 towns, 6 townships, 463 administrative villages, and 16 communities with a total population of 735,000. It was established as a county as early as the Qin and Han dynasties. Shengzhou prefecture was established in early Tang Dynasty. It was named Shengxian County during the Song Dynasty, having a history of more than 2,100 years. In May 1995, the county was established as a city.

3、PROFILE OFDEVELOPMENT ZONES
Shaoxing High & New Tech Development Zone
The predecessor of Shaoxing High & New Tech Development Zone (SHNTDZ) was Shaoxing Economic Development Zone (SEDZ) established under the approval of the People's Government of Zhejiang Province in August 1992, as the first one of the five key provincial development zones of Zhejiang. In 1997, the branch called Shaoxing High & New Technology Industry Park was added. In May of 2006, SEDZ was merged with Shaoxing Di Dang New Town Development Office, running with two branches and one system and authority of provincial-level zones. In November 2010, the State Council approved to upgrade the Shaoxing High & New Tech Industrial Park (the original SEDZ) into a national high and new tech development zone. In November of 2013, Donghu town, Gaobu town, Taoyan town, Fusheng town were added to SHNTDZ from Yuecheng District, expanding the area to 211 square kilometers.

The south section of SHNTDZ is designated for the high-tech industry. Industries clusters like electronic information, medical-use materials, laser printing, service outsourcing and culture innovation are cultivated and developed in the past decade. By 2013, SHNTDZ has introduced over 500 projects with a total investment reaching 37.2 billion yuan, among which, 168 projects were foreign funded with the paid-in foreign investment reaching US $621 million. The zone has set up a state-level high-tech startup service center and included the surface of 65,000 square meters for the startup projects. The zone has set up 1,000 apartments with a total construction area reaching 40,000 square meters for the medium and senior talents of the high-tech companies.
Di Dang New Town, which is a commercial and business area, was launched in 2005 and is taking shape after 9 years efforts. By now, total infrastructure investment of the core area exceeded 3.5 billion yuan, social investment projects 25 billion yuan, with construction area of 3.5 million square meters and 1000 settle-in enterprises. In 2013, sales volume of modern service exceeded 3 billion yuan. The 288-meter-high International Crowne Plaza, the landmark building of Shaoxing, is now opening to the public. Di Dang lake city park, covering about 2000 mu (about 133.3 hectares), is expected to be a typical city lake and is now under construction.
In 2013, fiscal revenue reached nearly RMB 2 billion yuan, income of technology, industry and commerce 39.63 billion yuan, fixed asset investment 4.783 billion and foreign exchange earning through export 656 million USD.
Shaoxing Paojiang Economic and Technical Development Zone
Shaoxing Paojiang Economic and Technical Development Zone Established in July of 2000, the Zone is home to 250,000 permanent residents and 150,000 registered residents. The Zone is located on the south wing of Yangtze River Delta, serving as an entrance of Shanghai-Hangzhou-Ningbo express way to Shaoxing. With an area of 118 square kilometers and planning area of 66 square kilometers, the zone is one of the well equipped development zones in Zhejiang province. Approved by State Council, it was upgraded to an economy and technology development zone of national level on April 25th of 2010.
The zone is running according to the target of new land for faster economic development, new group for city development and new system for construction. Works are pushed forward effectively with a high taste and has reached a momentum. A modern industrialized city is built with scientifically planned, reasonably arranged, completely facilitied and with an open economy, conservation of resources and beautiful environment.
In 2013, total output value of large-scaled enterprises is expected to reach 72.89 billion yuan, output value of emerging industries 21.35 billion, sales volume 72 billion yuan, industrial investment 10.19 billion, actual paid-in foreign investment 132 million USD, profit and tax amount 4.45 billion RMB, import and export volume 4.242 billion USD.
Jinghu New District
Jinghu New District was established in December of 2002. It is surrounded by Yuecheng, Keqiao and Paojiang, and functioned as the core area and green heart of Shaoxing city. Jinghu wetland, which covers an area of 15.63 square kilometers, is the first national-level wetland park in Zhejiang province.
The core area of Jinghu is planned to reach Shaoxing-Sanmen Expressway to the east, Shaoxing-Qixian Highway to the west, Xiaoshan-Ningbo Railway to the south, and Keqiao-Paojiang Highway to the north, with a planned area of 59.4 square kilometers, and planned construction area of 32.2 square kilometers.

Projects that have settled in including tourism complex, city complex and commercial complex.
The area, with support from Municipal Party Committee and Municipal Government, enhance its effort in development. Over the past few years particularly, 3900 mu business land are transferred, and 14 square kilometers of city is taking shape, as well as its function as a core.
SHAOXING BINHAI NEW TOWN
Shaoxing Binhai New City, established in July 2010, is located in north of Shaoxing and south of Hangzhou bay with Ningbo to the east, Hangzhou to the west. It is an important part of coastal industrial complex of model area for developing marine economy of Zhejiang, which is also in national strategy. It is one of the
14 provincial industrial clusters and key areas(parks) that will be focused for development under the 12th Five-Year Plan of the province, as well as core area for core city construction and the plan of Gulf Time.
The structure features "three zones, two belts and one center". The three zones include the national-level Paojiang Economic and Technical Development Zone in the south, the Shaoxing County Binhai Industrial Park in the west and the Hangzhou Bay-Shangyu Industrial Park in the east. The two belts refer to the coastal landscape belt of the Qiantang River and the landscape belt at the banks of the Cao'e River, which will become the ecological function regulation area, the leisure and tourist area as well as the riverside residential area of the Shaoxing Binhai New City. The one center refers to the riverside area, which, covering a planning area of 142 square kilometers. The area of 21.05 square kilometers are approved for provincial-level high and new industry park for 12th Five Year Plan.
With biological environment and complete industry chain, and supported by one national-level economy and technology development zone and two provincial-level economy development zone, a modern industry chain of high-end equipment manufacturing, energy saving and environment protection, biomedicine and logistics are well formed.
With the development goal of formed a frame within three years, built image in five years, and constructed in ten years, the construction of supporting facilities like the framework of infrastructure construction focusing on " three lengthwise, three crosswise, and three bridges", science and creation park, investment service center, CBD has been framed, with an investment of 8.2 billion yuan.
The authority system of Binhai is carried out according to the principle of sufficient authorization, closed operation and on-time fulfill, with bureaus of public security, land resource, environment protection, quality supervision, taxation and so on setting up offices there for examining and approval.

1. Development foundation
1.1 Life and health manufacture industry
